Rehabilitation sector develops EMR with VitalHealth

On Wednesday, April 22, the “Revalidatie Nederland” (Rehabilitation Netherlands) organization will present the electronic medical record for the rehabilitation sector. The Rehabilitation EMR will replace the paper based medical record, and offers advantages for both the patient and the medical professional.

Says Jannie Riteco, director of Revalidatie Nederland: “The adoption of the Rehabilitation EMR offers many advantages. No more lost paper files, the patient only has to provide information once, and all medical professionals have access to the most recent data. It enables the medical professionals to work with secure, digital information. The patients have access to their own medical record via a patient portal, and can e.g. keep a log of daily activities, make or change appointments or communicate certain preferences to e.g. a dietician.”

Secure communication
It is typical for the rehabilitation sector for many medical professionals to simultaneously participate in the care process for a patient. The Rehabilitation EMR fully supports this multidisciplinary approach, while enforcing strong security measures. Logins are tied to specific user roles, which in turn determine the access permissions for reading or updating information. For instance a physician has access to more information than a social worker or an ergotherapist. Also, the development of the EMR was based on national IT standards for exchange of data with other information systems.

Going digital
On Wednesday, April 22, a celebration event is taking place for the launch of the Rehabilitation EMR, in the presence of Minister Klink of the Netherlands Department of Health. The rehabilitation sector is proud of its accomplishment. Says Riteco: “News articles about EMR developments are often somewhat negative in nature. The rehabilitation sector has shown that it IS possible to develop a solid and user friendly EMR, and to move from paper based to digital form.”

Input from medical professionals
The development of the Rehabilitation EMR was done with close involvement of the future EMR users. The functional requirements of the EMR were put together by teams of medical professionals from three different rehabilitation centers; Rijndam Revalidatiecentrum, Revalidatiecentrum Amsterdam (RCA) and Heliomare.
The EMR will be available to rehabilitation centers starting April 22. With implementations starting as of that moment, the expectation is that the initial rehabilitation center will go live with the EMR in the second half of 2009. The goal is to have all 24 rehabilitation centers in the Netherlands using the EMR within two years. The technical management of the EMR will be handled by Vir e-Care Solutions, the long-standing IT provider for the rehabilitation sector.

Award
The Rehabilitation EMR was developed between 2006 and 2009 by Revalidatie Nederland in cooperation with Vir e-Care Solutions and VitalHealth Software, using the web-based VitalHealth Platform. The project was mostly financed by the rehabilitation sector, and has won an award as an exemplary IT project in the social economic sector.

The Revalidatie Nederland organization focuses on optimization of care in the rehabilitation sector. All 24 rehabilitation centers in the Netherlands are a member of the organization.
